While working at the Hopefield Museum, I witnessed the dire state of the town’s documentary history. Key records and artefacts were left in disarray—unorganized, uncatalogued, and exposed to the elements in a building with a leaking roof and a damaged ceiling.

Recognizing the significance of these materials, I took steps to involve expert authorities, including the National Archives and Records Service of South Africa and the Western Cape Provincial Archives, to manage the preservation process correctly. It was a reminder that preserving heritage is not a task for amateurs but one that requires specialized expertise and care.

The neglect of these items not only harms Hopefield’s cultural identity but reflects poorly on the Saldanha Bay Municipality, under whose stewardship the museum falls. This disregard undermines Hopefield’s standing as the oldest town on the West Coast and discredits the community’s rich history.


South Africa has robust laws to ensure the preservation of heritage resources, including the management of historical documents and artefacts.

The National Heritage Resources Act, 1999 (Act No. 25 of 1999)

  • Section 32: Prohibits the destruction, damage, or alteration of heritage objects, including documents and artefacts, without a permit from the relevant heritage authority.
  • Section 33: Mandates individuals and institutions to take reasonable care to preserve and protect heritage objects under their control.

These provisions establish a clear obligation to safeguard historical materials, ensuring that they remain intact for future generations.


Cape Town’s Archiving and Digitization Policy

In Cape Town, local regulations provide additional measures for preserving historical documents:

  • Transfer of Records: Documents older than 30 years must be transferred to the City’s Archives and Records Centre.
  • Digitization: Records of historical significance must be digitized and made available through the City’s archives portal.

This policy ensures that vital historical information is not only preserved but also made accessible to the public, fostering transparency and community engagement.
