In South Africa, all municipalities (except District municipalities) are divided into wards. Councillors are classified into two types: Ward Councillors and Proportional Representative (PR) Councillors.

  • Ward Councillors represent a specific ward and are elected through a “first past the post system,” meaning the candidate with the most votes wins. They chair ward committees and focus on addressing the unique needs of their wards.
  • PR Councillors represent political parties on the municipal council, with their numbers determined by the proportion of votes their party receives.
